The Flemish Parliament has taken a first step in developing a new nitrogen framework. The proposal ends the possibility for farms to expand through production rights, the so-called nutrient emission rights (NER). The text also provides for the establishment of a Scientific Committee on Livestock. The plan to extend certain environmental and environmental permits was withdrawn from the proposal after an advice from the Council of State.
