Last week, with the help of the Repatriation and Departure Service (DT&V), the first refugees from Ukraine with non-Ukrainian nationality (third-country nationals) returned via Schiphol to their country of origin or another country outside the European Union where permanent residence is possible. These people have made use of the remigration policy whereby the DT&V offers extra support upon departure and a temporary financial contribution is offered to leave. With this temporary arrangement, the Dutch government wants to actively encourage these third-country nationals to leave voluntarily. This policy applies from November 15, 2022 to February 1, 2023.
Since the start of the remigration policy, more than 70 third-country nationals from Ukraine have registered with the DT&V. The first people left last week via Schiphol to remigrate to their country of origin.
This concerns people with a temporary residence permit in Ukraine, for example because of work or study, and who are registered with a Dutch municipality before 19 July 2022. These third-country nationals have protection until 4 March 2023 under the Temporary Protection Directive (RTB) and can, under certain conditions, make use of the remigration policy from 15 November 2022 to 1 February 2023. The remigration policy must contribute to ensuring that after 4 March 2023, these foreign nationals do not put additional pressure on the regular immigration chain.
What support does the DT&V offer?
The remigration support consists of:
- Advice and information about remigration.
- One-way flight ticket.
- Guidance upon departure at Schiphol Airport.
- A one-off financial contribution, to be received upon departure at Schiphol Airport:
- € 5000 per person when registering between November 15 and December 31, 2022 and departure within 1 month after registration.
- € 2000 per person for registration between January 1 and February 1, 2023 and departure within 1 month after registration.
From February 1, 2023, the regular return support in force.
