The first documents that are part of the pilot active disclosure Open Government Act (WOO) are online. From Friday, April 14, the documents regarding the process to arrive at the payment of the last funds for the immigration detention Curaçao will be available via rijksoverheid.nl.

The Open Government Act (WOO) came into effect on 1 May 2021. This law contains new obligations for active disclosure of documents. This was necessary because of the social call for more transparency in government actions. As part of this, the Ministry of the Interior and Kingdom Relations (BZK) is running a pilot for the active disclosure of information.

Resources to improve immigration detention

In 2019, the Netherlands made resources available to tackle the migration problem in Aruba and Curaçao. This was created by the growing flow of migrants from Venezuela as a result of the deteriorating economic situation in that country. Curaçao has requested support from the Netherlands for the improvement and expansion of the aliens reception and detention center on Curaçao. In recent years, resources have been given to Curaçao for this on the basis of progress reports. The last remaining funds were held in anticipation of further steps that Curaçao had to take to improve immigration detention. Immigration detention and the immigration chain are both an autonomous matter for the country of Curaçao.

Progress

In these documents, consisting of letters, notes and e-mails, you can read back on the basis of the progress it was decided to pay out the last remaining amount of money. For example, it can be read that Curaçao has taken various steps to improve immigration detention and human rights standards. State Secretary Van Huffelen for Kingdom Relations still sees room for improvement, but also attaches great importance to the fact that Curaçao can continue with the improvements and safeguarding of humane conditions in immigration detention. In the discussion with Curaçao about immigration detention, the State Secretary – in light of the motion by Simons et al. – continues to draw attention to the discussion of bottlenecks in immigration detention and the overall cooperation between Curaçao and NGOs.
