Among other things, the possible duration of a loan and a maximum number of players that a club may borrow should be determined, as FIFA announced. The new rules are scheduled to come into force on July 1 of this year, after being formally submitted to the FIFA Council for its next meeting.
With the restrictions, FIFA wants to enable better promotion of young players and “better sporting balance” and prevent individual clubs from hoarding a large number of loan players.
A loan must cover at least the period between two registration periods – this can be for a half series in Germany, for example – and may last a maximum of one year. It should be forbidden to pass on professionals who have already been loaned to third-party clubs. In addition, in the future, a club may only loan three players to a specific club during a season. In addition, the total number of loans per season for each club is limited: From the coming season, a club may loan a maximum of eight professionals to or from another club. That number drops to six professionals from July 1, 2024. Players under the age of 21 and players that a club has trained itself are not covered by the rule.
The new rules must be incorporated into national regulations by each FIFA member association within three years.
Several top European clubs rely heavily on loan players. Chelsea FC, for example, lists on its website that it currently has 21 players on loan to other clubs.
