The change could already be in use at the Qatar World Cup.

The international football association Fifa is exploring the possibility of extending the extra time of matches, says the Italian Corriere dello Sportia CBS.
Fifa’s idea is that after 90 minutes of playing time, the referees could give more extra time than they do now. Instead of an extra few minutes, the game could be continued for up to 10 minutes. Nowadays, extra times longer than a few minutes are only given if there has been a significant delay in the game.
Fifa justifies its plan by saying it wants more efficient playing time for matches. According to one study, the ball is played only 64.7 percent of the time in the Champions League. In the Premier League, the corresponding figure is 62 percent.
Fifa hopes that by extending the playing time, the ball will be in play more often.
The idea of extending playing time will apparently come from Fifa’s chairman From Gianni Infantino. Ifabin, the body that decides on football rules, has yet to approve the proposal in order to put it into practice.
Fifa is already there suggested by The organization of the World Cup every two years instead of four. The proposal has received a knockout from football supporters, but it also has its proponents.
The Qatar World Cup will begin on November 21 and end on December 18.
