Families that were left without a public place in P-3, now without a place in ESO

9 years ago the families Rosselló and Fernández Pous were left unable to enroll their children, who then had to start P-3, in none of the public schools of Sant Andreu. They accepted the alternative given to them by the Barcelona Education Consortium at that time: a place in a religious concerted school located in the neighborhood. Now revive the nightmare. This time with her children at the gates of starting ESO. They have stayed again no public square in the neighborhood.

They refuse to give up any longer and demand their law to have a place in a local public center. This Friday they will be waiting for the publication of the final assignment list of vacancies to see which center has assigned them ex officio Educació. Many other families are in similar situations.

In the pre-registration for the course 22-23Marc de Rosselló applied for a place for his son Arnau, who is now finishing 6th grade at the Salesianas de Sant Andreu, in the Marti Pous Institute, where her eldest daughter studies. As second and last option he put the Fil Vapor Institute. She has not obtained a place in either of them. Having a sister at the Martí Pous has not been enough because the Salesianas, as a concerted organization, are not attached to any public institute. De Rosselló does not dispute the regulations, but he does denounce that he does not have any public option in Sant Andreu, which is what he demands from Educació.

Arranged or outside the neighborhood

Remember that when he was left without a place in P-3 he accepted the option of the concerted one, but it was not out of conviction. And although he is satisfied with the education that the boy has received in the Salesianas, he considers it “outrageous” not to be able to choose where his son will study ESO. “I pay my taxes,” he remembers.

The alternatives that the Consorci has given him so far go through Catholic schools, which the family rejects, or public centers “12 metro stops from home.” “I don’t think it’s reasonable for us not to be offered the possibility of a public center in the neighborhood,” she says. “My son is out of school,” says this father, who will find out this Friday “where Educació is sending” Arnau.

Depending on what he gets, he will claim the Department’s guarantee commission, although he doesn’t have much hope. One thing is clear: “I will not enroll my child in a center that I do not want”. He fights for his son and for his right to a public square, but he also looks further and hopes that these cases will help schools arranged are attached “at least” to a public center. Otherwise, he denounces, the families of the concerted party are condemned to not be able to access a public square.

The same situation lives Alba Fernandez Pous. Her daughter Greta was left without a public place in P-3 and now she has been left without a place in ESO. “I want a public and neighborhood school for once,” she asks.

“My right, for once”

Like De Rosselló, 9 years ago he accepted the concerted alternative. In his case, at Pare Manyanet. She has tried to transfer the girl to a public center on several occasions, all without success. Now, she has dropped her from this school, where she could do ESO. “I don’t want her to stay in Pare Manyanet under any circumstances,” she says.

In his request, Fernández Pous put several public options, all near his home in Sant Andreu. The first, the Martí Pous Institute, founded by his grandfather. Also the Vapor de Fil and the Sagrera. Pare Manyanet is not attached to any public center. So he hasn’t entered any. This divorced mother denounces the lack of public places in the neighborhood and accuses Educació of knowing about it and doing nothing. “They have known it for years. And they send people to the concerted party,” she criticizes.

The Consorci has offered him as an alternative a concerted or a public one outside the neighborhood. “For once I want to be granted the right to take my daughter to a public school in the neighborhood,” she claims. This mother considers the response that the Consorci gave her “insulting”: “They told me that I did not have a place because first it was the students from affiliated centers and that they regretted my situation. A situation in which they put me when I was left without a place in P -3”, complaint. “We have spent these years in a religious school with which we had no affinity and on top of paying. I claim the same right as the others,” she insists.

He is also waiting to find out what job post the Consorci will assign him. If it doesn’t fit him, he won’t accept it. He has already claimed Síndic de Greuges. These families ask for solutions such as the opening of new lines wave ratio expansion.

After the publication of the definitive allocation list, a period of claims is now opened before the guarantee commission, which analyzes each particular case. The General Director of Family Care, Raquel Garcia, did not rule out this week that there may be a specific increase in seats or ratios. And it has guaranteed that all families will have a local place, “always in their educational area, at a safe distance to walk”. Likewise, he has recalled that a family can enroll in a public square and continue on the waiting list in the centers requested preferably in their application until September 2, the day on which the waiting list closes.

The Department denied that the greater reservation of places for vulnerable students, as a result of the increase in the detection of this group, will affect access to public places for the rest of the families. Thus, it states that, while waiting for the final lists, 91.6% of families will have a place in Infant-3 in the first choice of center requested in pre-registration, while 89.8% of families will have a place in 1st of ESO in his first option. These figures were slightly higher last year: 94.7% in I-3 and 91.6% in 1st ESO.
