European Union (EU) adopts eighth sanctions package against Russia | News item

On 6 October, the European Union (EU) adopted new sanctions against Russia. The sanctions package includes additional import and export bans. A price cap for the transport of Russian oil from the EU to third countries will also be possible, the EU will be able to take measures against parties that facilitate the evasion of sanctions, and new persons and entities will be placed on the sanctions list.

EU: sanctions against Russia

The EU has adopted new sanctions against Russia. The sanctions were imposed in response to Russia’s illegal annexation of Ukrainian territory. The sanctions remain necessary to exert maximum pressure on Russia to end the aggression in Ukraine.

The Netherlands has actively contributed to this sanction package. For example, the Netherlands made a case in Brussels to make it more difficult to circumvent the sanctions. The Netherlands has also promoted the inclusion of additional persons and entities on the sanctions list and bans on the export of goods (such as electrical components) that can contribute to Russia’s military and technological improvement or the development of the Russian defense and security sector.

The most important measures in brief

A import ban on:

  • steel products (extension of previous bans);
  • wood pulp, paper and plastics;
  • elements (such as stones and precious metals) used in the jewelry industry;
  • cosmetics and cigarettes.

A export ban on:

  • civilian weaponry;
  • additional goods that can contribute to the military and technological improvement of Russia or the development of the Russian defense and security sector. Think of aircraft parts and electronic parts, such as semiconductors and transistors (used in Russian weapons in Ukraine);
  • chemicals and goods that can be used for torture or other acts of violence;
  • providing architecture and engineering services, IT consultancy services and legal consultancy services to Russia.

Measures against sanction evasion

As part of the new package, it is possible to include persons and entities that facilitate sanction evasion on the sanctions list.

Price ceiling for transport of Russian oil to third countries

The new sanctions package also provides a legal basis for the introduction of a maximum price for the overseas transport of oil from Russia to third countries. The price cap should reduce the profits that Russia makes on oil. The oil price ceiling can also help stabilize global energy prices.

Ban on participation in boards of Russian state-owned companies

EU residents will be banned from serving on boards of directors of certain Russian state-owned companies.

Expansion of sanctions list

Additional persons and entities have been placed on the sanctions list. These are representatives of the Russian defense sector and those involved in organizing the mock referendums.
