European leaders broke up on Thursday night without an agreement on asylum and migration. They had hoped to be able to adopt a joint statement at their summit in Brussels in which they referred, among other things, to the situation at the EU’s external borders and cooperation with third countries, but that had not been counted on Hungary and Poland.
