The measures also include restrictions on shipping and three Belarusian banks are excluded from the international messaging system SWIFT, which allows fast transactions between banks. The additional sanctions have yet to be approved by the leaders of the 27 member states. They will meet on Thursday and Friday in the French town of Versailles.
Two million refugees
The new sanctions were agreed at a pre-summit meeting attended by representatives from each Member State.
