ERC proposes a “singular” financing law so that the Generalitat collects all taxes

One of the conditions that ERC has put on the negotiating table for the investiture beyond the amnesty is that of end the fiscal deficit. The president’ Pere Aragones has already warned the Moncloa that its vocation is not to sit down with the rest of the autonomies to address a new financing model, but rather that what the Government wants is a bilateral relationship. The proposal that the Republicans have just made public is framed in this context: a “singular” financing law that allows the Generalitat collect all taxes as long as Catalonia is not independent.

A expert commission In recent months, commissioned by the Republicans, it has been analyzing the State’s historical debt with Catalonia. It is based on its conclusions that ERC considers that the only way for taxation to benefit its citizens is for the Catalan administration to collect all taxes generated at the territorial level. As specified by the Republicans in a statement, they have been working with the parliamentary groups to try to reach an agreement in the Parliament, where the conclusions of said commission have been recorded, which they hope can serve as the “basis of the agreement.”

“The fiscal deficit is one of ERC’s priorities to address the possible negotiations ahead of the investiture of the Spanish government, as well as the transfer of Rodalies”, affirms the party of Oriol Junqueras, which also refers to the request for amnesty and self-determination. In fact, one of the vocations of the Republicans is to show that, beyond placing the resolution of the political conflict as a priority, they also put on the table economic and social advances.

Cancel public debt

The conclusions presented by ERC also include “measures of historic debt repaira”, who argue that it is a “correction to compensate for the underfinancing suffered over decades”, since, they specify, the new collection model would only correct the deficit since the entry into force of the norm. They remember, in fact, that one of those appearing in the commission put the accumulated grievance in 456 billion euros since 1986.
