ERC and Junts register their parliamentary groups with deputies from the PSOE and Sumar

The “parliamentary courtesy“This is what has been alleged in recent decades every time the PP or PSOE have lent deputies to nationalist formations so that they have their own parliamentary group. The same thing has materialized this Thursday in Congress, where ERC and Junts have registered their respective groups with representatives ceded by the PSOE and Sumar. Yolanda Diaztwo to the Catalan republicans.

He July 24, one day after the general elections, it could have been a bitter day for the two pro-independence groups. ERC went from 13 deputies to seven and Junts, which in 2019 had presented itself together with PDECat, from eight to seven. In addition, neither of the two parties met the requirements to have their own parliamentary group, with the advantages that this entails. Since then, the demand that both formations could access this privilege has been present at the negotiating table. The Socialists agreed from the beginning, as long as the Congress Table ended up in progressive hands.

Finally, this Thursday, the writings have been registered so that both formations could have their own entity in Congress and not end up in the mixed group. According to the regulations of the Lower House, a parliamentary group may not be formed with less than 15 deputiesalthough this has an exception: that one or several parties add five seats or more and that they have achieved 15% of the vote in all constituencies in which the party or the 5% of the votes nationally.

ERC and Junts have seven deputies each and, although they do exceed the required minimum of five, they do not meet the conditions related to the percentages of votes. To put a solution to it, the PSOE has yielded four of his deputies to Junts and add two to CKD, who will then return to their respective groups. In this way, the Board of Congress will be able to endorse the creation of both groups, given that this practice has already been carried out in other legislatures. Thus, in Congress there will be nine parliamentary groups: PP, PSOEVox, Add, CKD, together, EH Bildu, GNP and the Mixed group, with BNG, DC and UPN.

in the senate

The Socialists will also hand over senators to the PNV and Junts so that they can have their own parliamentary group in the Upper House. In this case, it will be a Board with an absolute majority of the PP that will have to decide whether to approve these formulas.
