The arrests were made for public assault, assault, vandalism and violation of the weapons and ammunition law, police said. A fireworks bomb was also thrown during the match. Several people were believed to have suffered minor injuries as a result, police said. The referee briefly stopped the game.
Enschede imposed an emergency regulation on Thursday, after supporters of both clubs had clashed in the city on Wednesday. The emergency ordinance applies until 07:00 on Friday morning.
The match ended 0-0. For FC Twente, which lost its first game against Fiorentina in Italy 2-1, that was not enough to advance to the group stage of the Conference League.
