Electric scooters, compulsory insurance. How much does it cost

Changes foreseen in the reform of the Highway Code. According to an estimate, around 550,000 electric scooters are on the road in Italy. Of these, 42,000 from sharing are already insured. For the others, it is a question of paying an RC policy of at least 40 euros a year

Electric scooters? Not only more difficult life for offenders, but also new obligations (and costs) for everyone. Starting with “license plate” and insurance. One of the topics of the bill to amend the Highway Code, approved by the Council of Ministers, concerns the small two-wheelers which have increasingly crowded Italian cities in recent years. Currently the sharing scooters, of the companies that adhere to the Assosharing trade association, are 45,900 (the latest data available is from 2021) and are already covered by civil liability insurance. Instead the private ones are estimated to be around 500 thousand: in this case there are no numbers (or forecasts) on insurance coverage.

The bill provides that “mainly electric propulsion scooters cannot be put into circulation if they are not covered by the third party liability insurance provided for by article 2054 of the civil code”. Therefore compulsory liability insurance. What is difficult is the quantification of costs for private individuals. According to the experts of Facile.it “to be protected in the event of damage to third parties during the use of the scooter, there are currently two ways; on the one hand, this guarantee is included in products that protect the contractor and the family at 360 ° for many eventualities, the so-called RC Head of Family policy, a cover that is made up of different parts and which can also include the case of the scooter.On the other hand, however, it is possible to take out specific insurance policies for urban mobility vehicles and which therefore they protect the policyholder while using the electric scooter and in the event that it should cause damage to third parties or third party objects. 55 euros per year for basic coverage that also includes scooter damage, while for a specific policy for scooters we are talking about just under 40 euros per year for single coverage and around 80 euros for the version that protects all family members who could drive the vehicle”.

So with an arithmetical operation, considering an annual cost of the policy of 40 euros per vehicle, the insurance coverage of private vehicles (as mentioned, those of sharing are already covered by the policy) is worth a treasure overall 20 million euros per year at current rates. An amount that will go to cover damages to third parties in the event of an accident.

From the national report on sharing mobility, drawn up by the National Observatory of Sharing Mobility, however, some interesting data emerges on the accident rate of rented scooters which in part disavow social alarms. In 2021 there were 634 accidents recorded with shared vehicles. Of these the 77% they took place “on a single vehicle”, i.e. without involving other vehicles or people and therefore, in fact in most cases, without triggering civil liability. “The only serious or fatal accidents are linked to vehicles that are already non-compliant and do not respect the speed limits” says Assosharing in a note in which it judges the bill that introduces the obligation for users to wear a helmet as “flagship” of scooters.

Another great novelty introduced by the bill approved by Palazzo Chigi, which must now be examined by Parliament, is the identifier of scooters, a sort of license plate. It is, says the law, a “special identification mark adhesive, laminated and non-removable, printed by the Istituto Poligrafico dello Stato”. It will be made up of a unique alphanumeric combination. The bill also establishes that the printing and sale of the labels will be regulated by the department of the Ministry of Infrastructure, i.e. the Motorisation. The the mark must be displayed in a visible manner.The decree does not speak instead of the creation of a category of vehicles with which, in fact, the DMV classifies the vehicles that are cars, motorcycles, commercial vehicles and so on, on the basis of which it also issues the plates.
