The representative of the Ministry of Industry and Trade explained that the said draft government decree is now undergoing interdepartmental coordination. According to him, a prerequisite for computer technology will be the use of a Russian central processor or confirmation of costs for the purchase of such processors, its development or production. The manufacturer will receive the maximum number of points when using the Russian processor in its products, the “passing” score for obtaining the status will increase annually and over time it will be impossible to get it without using the Russian processor, says a representative of the ministry. RBC sent a request to the Ministry of Finance, the Ministry of Digital Development, the Ministry of Economic Development and the Federal Antimonopoly Service.
What is considered Russian technology

According to the current rules, in order to get into the register of Russian equipment, manufacturers of data storage systems are required to use domestic processors from January 1, 2021, manufacturers of laptops, tablet and handheld computers, as well as electronic notebooks weighing no more than 10 kg – from July 1 last year, and computers, devices for copying and printing, SSDs, motherboards – from January 2022.
Manufacturers of equipment that has received Russian status will be able to sell it to owners of critical information infrastructure, who, according to the option being discussed now, will have to switch to Russian equipment and software by 2023. Also, buyers of such equipment can apply for subsidies from the Ministry of Industry and Trade to compensate for part of the cost of purchasing it. Separately, the Ministry of Industry and Trade is developing changes to government decree No. 878, which limits the admission of foreign radio-electronic products to state and municipal purchases. V published On December 30, the ministry proposed to introduce a draft amendment to this decree to introduce a two-level system for admitting computer equipment to public procurement. Equipment with a Russian processor will be considered equipment of the first level, equipment without it, but included in the register of domestic electronics, will be considered equipment of the second level. If the tender contains an application for the supply of equipment on a Russian central processor, applications from equipment manufacturers on a foreign central processor should be rejected, the Ministry of Industry and Trade explained.
Is there a threat to national security
As Deputy Prime Minister Yury Borisov said in December, in the first half of 2021 alone, the number of hacker attacks on critical information infrastructure exceeded the volume of the entire 2020, and in the future the figure will continue to grow. According to him, it is necessary to carry out the replacement of foreign equipment and software in stages, primarily in those systems that are responsible for defense and security, combat control. The Deputy Prime Minister noted that it is necessary to replace not computers as such, but complex solutions, automated control systems or massive data storage and processing systems.
Vitaly Bogdanov, Development Director of Baikal Electronics, does not share the concerns of the MCST. In his opinion, the proposed version of the scoring system, on the contrary, has advantages for both processor developers and Russian equipment manufacturers. Bogdanov is sure that from 2024 the system will not allow equipment without a domestic processor to be included in the register, but noted that the regulator and Russian developers still have to work on mechanisms for monitoring compliance with the requirements.
Natalya Grigoryeva, director for interaction with state and public organizations of KNS-Group (produces servers under the Yadro brand), insists on the need to make changes to the current version of Resolution No. for the purpose of recognizing domestic products. According to her, the recognition of domestic products exclusively on Russian processors “will cause irreparable damage to the entire industry.” “During 2021, dozens of meetings were held where the largest consumers of electronic products announced the high cost, insufficient performance and low energy efficiency of servers based on Russian processors, as well as the need to improve products,” she said. “Even with the solution of all these problems, the existing volumes of production and supply of modern generations of domestic processors close only a small part of the regulated markets.”
