The budget of the ISDE, the subsidy scheme for insulation measures, (hybrid) heat pumps, solar boilers and connections to a heating network, has been increased by € 210 million due to the large number of applications this year. This makes a total of €560 million available in 2023. The increase in the subsidy has been available since September 23, 2023.

The ISDE subsidy is made available annually and will continue until 2030. Home owners, homeowners’ associations and companies can qualify for the scheme. The amount of the subsidy depends on the type of solar boiler, heat pump or insulation measure. And its energy performance. The RVO website contains: indicative subsidy amounts. A fixed amount of € 3,325 applies for the connection to a heating network and € 400 for an electric hob.

More requests than expected

The number of applications for 2023 is significantly higher than expected at the beginning of 2023. In particular, the number of applications for subsidies for heat pumps is higher than expected. Nearly 180,000 applications have been made so far this year. Last year, the total number of applications for the entire year was 100,000 (2022 budget: €325 million). More than €333 million has already been requested in 2023. Insulating measures (€144 million requested in 2023) and (hybrid) heat pumps (€142 million requested in 2023) are popular among private individuals.

After the increase in the budget, €226 million is still available for households and business users until the end of this year. In addition, within the ISDE, €30 million is available specifically for business users in 2023 for small-scale wind turbines and solar panels.

On Budget Day, the government announced that it also wants to increase the ISDE budget for the coming years by a total of €1.38 billion.
