Russia has nearly completed the regrouping of troops for an offensive in eastern Ukraine, Governor Pavlo Kyrylenko of eastern Ukraine’s Donetsk region said on Tuesday. This means that the fall of the large port city of Mariupol seems to be getting closer. According to the local mayor, 21,000 civilians have already been killed.
