I read that the Maltese were in Ghana a year ago and that both clubs have been working on this “mass transfer” since then. So Dorfklitsche or not, they seem to work more professionally than some larger clubs…
But it could also mean exactly the opposite: that two club bosses get along well and cooperate without it being really clear to what extent the players will really help (often questionable in the case of mass transfers).
Where it definitely wasn’t professional (IMO): Mosta and then St. Andrews used to have a bunch of Jamaicans because Craig Butler (Leon Bailey’s adoptive father/counselor who runs an academy in Jamaica) shipped them all there . In the end, not a single one could really stand out.
So I’d rather just wait and see. Then you’ll see if it was professional scouting (or good hands) or just a mass transfer in the hope that one of the players has more talent.
