Council of Ministers sends Bill to the Recovery Operation Allowances Act to the Council of State | news item

On a proposal from State Secretary De Vries of Finance (Supplies and Customs), the Council of Ministers has agreed to present the Bill for the Recovery Operation Allowances Act for urgent advice to the Council of State. This act lays a solid legal basis for all arrangements in the recovery operation. This provides clarity to these victims, makes it clearer what the recovery operation allowances consist of and which victims are entitled to a certain scheme.

Legislative proposal for the recovery operation allowances law

Until now, arrangements for victims were mainly laid down in separate policy decisions. This was criticized by, among others, the Council of State. The bill includes existing schemes for victims in the recovery operation, such as the so-called Catshuis Scheme, which ensures that victims receive an initial payment of €30,000 and assistance in dealing with their debts. This also establishes the scheme for further financial compensation in cases where the actual damage is higher than the first payment. The bill includes the child scheme, which offers financial compensation for children of victims. The bill also proposes a scheme for victims of health care allowance, housing allowance or child budget. The scheme for ex-partners of victims is not part of the bill for the Recovery Act. A new bill for this will follow as soon as possible. Preparations for implementation are underway in parallel with the legislative process.

The aim is to send the bill to the House of Representatives after the advice of the Council of State before the summer recess. It is expected that the first payments of the child scheme can start at the beginning of 2023. In the meantime, children can already receive support through the help of municipalities to families.
