The EU support package for Ukraine, as politically agreed during the European Council of February 1, 2024, is a support package of 50 billion euros for the period 2024 to 2027. The Netherlands therefore wants to make approximately two billion euros available in the form of a guarantee . The Council of Ministers decided this on the proposal of Minister Van Weyenberg of Finance.

The EU support package contributes to keeping the Ukrainian economy running and is aimed at supporting public finances, recovery, reconstruction and reforms in the light of the EU accession process. The package consists of a loan part (33 billion euros) and non-repayable support (17 billion euros). The Netherlands is including a new guarantee for the loan portion in the national budget for an amount of two billion euros. Any call on the guarantees will only take place if Ukraine proves unable to repay the loans to the European Commission.

The financial support represents continued, united EU support for Ukraine. It is existential for Ukraine that it can continue to defend itself against current, and possible future, Russian aggression. Ukraine’s success in doing this fundamentally determines European and therefore Dutch security.

Following the decision of the Council of Ministers, Minister Van Weyenberg will send an incidental supplementary budget to the House of Representatives with a request to decide on it before the end of February.
