In 2010 there was a strange double vote, on Russia 2018 and Qatar 2022, in that vote only the executive committee voted and not all the federations, as happened later, changing the statute. That was a clearly manipulated vote. Someone paid for it. It was a matter of “envelopes”. There will no longer be another Qatar in the allocations for the World Cup”.
