A PAS reporter is a (farming) company that did not have to apply for a permit under the old Program Approach to Nitrogen (PAS) to expand the company in the vicinity of vulnerable nature. A notification of the calculated nitrogen precipitation was sufficient.
Under this Nitrogen Approach Program, activities with low nitrogen deposition could continue; the emissions would be offset in the future. In May 2019, the Council of State canceled this regulation because it was in conflict with European rules.
Since that ruling, PAS reporters have been in uncertainty. They must still apply for a permit or their illegal situation must be legalized. To this day there is still no solution for their situation.
