Top officials who together form the General Administrative Service (ABD) play a crucial role in the daily management of the important challenges we stand for in the Netherlands. The government program states that a reform agenda for austerity of the ABD system is being drawn up. With the reform, the ABD is in line with the development direction of the National Service. Interior Minister Judith Uitermark outlines the first plans for this in a letter to the House of Representatives.

For example, it is checked whether the number of functions that fall under the ABD can be reduced with between 500 and 1250 managers. This allows the ABD to focus more specifically on top officials with the greatest responsibility.

Weighing social perspectives, involving practice and testing feasibility will also receive more attention. The government is committed to an official top with different expertise and backgrounds. The aim is to sufficiently inflow from outside the government. We also ensure that top officials have a closer connection with practice and also involve them in their work. This is included in a personal and testable plan.
Measures that are taken for the further detention of the ABD are currently being investigated and will follow halfway through this year.
