The cabinet has decided to ban all Nitazenes under the Opium Act. This group of substances within the synthetic opioids are much stronger than the well -known highly addictive painkiller Fentanyl. In the United Kingdom, Nitazenen have already led to dozens of deaths. On the initiative of State Secretary Tielen (Youth, Prevention and Sport), the internet consultation will start on 1 October to add Nitazenen to List 1a of the Opium Act.
Super dangerous fabric that destroys lives
State Secretary Judith Tielen: “In the Netherlands a large batch of Nitazenen was intercepted by the police in 2024. And in the spring of 2025 someone in the Netherlands died by an online painkiller who was polluted with a nitazeen. So we have to do what we can against this super -dangerous substance that makes the whole fabric forbidden.”
The Ministry of Health, Welfare and Sport and the Ministry of Justice and Security work closely in these regulations.
List 1a Opium Act
Since July 1, 2025, a prohibition applies to 3 groups of new psychoactive substances, these substance groups are on list IA of the Opium Act. One of the forbidden dust groups is the group related to the synthetic opioid fentanyl, which led to a great health crisis in particular in the US. Nitazenen will be added to List 1A as a dust group by these regulations.
Thinking until October 30
During the internet consultation, which is open from October 1 to October 30, 2025, everyone can make comments about whether making suggestions for improving the proposed regulations via Internetconsultatie.nl. After the consultation period, all responses are viewed and the proposal will be adjusted where necessary. The reactions of the parties that have to do with the implementation of these regulations are also processed. The proposal is then submitted to the Upper and Lower House.
