Minister Dijkgraaf (OCW) is investing a total of more than €22 million in lifelong development projects (LLO). This concerns 17 subsidy applications that were approved in this first subsidy round. The money comes from the National Growth Fund for the so-called LLO Catalyst. This concerns 11 large projects with a maximum subsidy of € 2 million and 6 small projects with a maximum subsidy of € 125,000. The projects pay specific attention to the energy and raw materials transition.
Minister Dijkgraaf: “Everyone deserves a chance to participate in the rapidly changing business community. Because continued learning and growth are the driving force behind an innovative labor market. It is great to see that these projects not only offer opportunities to learn and change careers, but also contribute to the transition to a more sustainable world.”
Lifelong development and business
The subsidy applications are aimed at collaborations between the labor market and education, specifically when it comes to training professionals for the transition to cleaner energy and raw materials. The projects thus give an impetus to innovation, learning, schools and work between education and the business community together. It also accelerates the development of the right skills for the demands of the regional labor market, especially through the use of retraining and further training.
For example, the partnership led by the vocational institution Summa College in Eindhoven has received a subsidy to introduce an approach for Lifelong Development. This includes a Summa-wide approach in which all schools provide educational offerings that are in line with the business community.
In addition, the partnership led by Saxion University of Applied Sciences in Twente will receive a subsidy to contribute to more trained professionals who have the right skills to work on the energy transition. Additional efforts are being made on digitalization in the construction sector by improving cooperation between employers, training companies and knowledge institutions at 5 locations.

Subsidy rounds
In the second round of the National Growth Fund, the government announced that it is investing almost €400 million in the Growth Fund proposal ‘the National LLO Catalyst’. The Ministry of Education, Culture and Science published 2 subsidy schemes for this purpose in July 2023 with multiple application rounds. The second application round for both subsidy schemes opens on April 1.
