Bundesliga: This is how a transfer is completed in Germany

System “very positive”

The rumor mill is bubbling, transfers are being completed: the transfer period has been running since January 1st and until the final deadline day on Tuesday. For the clubs in the Bundesliga and 2nd division, this means above all that the so-called “Transfer Online Registration System”, or “TOR” for short, is being used more frequently again. “TOR” is the platform of the German Football League (DFL) for handling player transfers and registrations as well as contract extensions.

“TOR” has been in operation since the 2015/16 season and has replaced the transfer list which was installed in 1966 and regularly updated and published during a rotation period. With the changeover to the new system, a telephone, fax machine or e-mail is no longer required to close a deal – all relevant data is stored in the “TOR” web application. According to the DFL, the processes in the event of a change will be simplified “in that all player registrations, applications for entitlement to play and transfers will now take place via this system”. The league association writes on the website that it “acts much faster in processing than before. The system is also more transparent because all clubs know exactly what the processing status of their applications is. In addition, TOR collects all information at a central point and can be called up at any time.”

The procedure for a player transfer is as follows: As soon as two clubs have agreed on a deal, a person responsible for the receiving club enters information such as the contract term or the player’s salary. In addition, up to ten documents have to be uploaded, including an employment contract, the certificate of fitness for sport, which is issued after the medical check-up, and the transfer agreement between the two clubs – when signing a player without a contract, the last point is logically omitted. If the majority of the documents have to be submitted by 6 p.m. at the latest on the last day of the transfer period – this winter that is January 31 – some documents can also be submitted later within certain deadlines.

Registering a transfer with “TOR” is “done relatively quickly”, says second division club Holstein Kiel in response to a transfer market request: “The simple application in TOR with the uploading of all relevant documents and information usually takes a maximum of 15 minutes. The actual work in a transaction process always comes before that.” According to the Kiel-based company, the online platform is functional but still modern – “very clear and intuitive to use,” they say. “The list of players in a club is visible there, from which you can then create various processes for a player, such as canceling or extending a contract. Or you can apply to play for a newly signed player.” All in all, the Nordverein rated the system as “very positive”.

Transfer mishap on Singh’s loan from FC Bayern to Jahn Regensburg

If a document is missing or has not been filled out correctly, the system reports with a message intended to prevent transfer mishaps. This happened during the changeover period last summer, when Sarpreet Singh (23) was not allowed to play when he was loaned to Jahn Regensburg from FC Bayern because he “did not report the loan transfer in good time”. Shortly thereafter, Regensburg separated from sports director Roger Stilz – officially for personal reasons, but the transfer breakdown is said to have played a role. “We are very unhappy with the processes and circumstances that led to this situation. In a personal dialogue with Sarpreet Singh, we were able to explain the facts and in particular to express our regret,” said Regensburg’s CEO Hans Rothammer at the time. Singh missed the first half of the season, but could be registered in the current changeover period.

At the DFL, the “Sport and Youth” department is responsible for checking all entries and documents and informs the club if there are any ambiguities. A player’s license will not be issued if the player fails the medical check or if he comes from abroad and the issuing association does not have a player’s license, then the DFL will contact FIFA to enforce clearance. If, on the other hand, everything has been stored and checked completely and correctly, the player is entitled to play.
