In principle, your considerations are correct, but BVB is currently experiencing a similar situation when it comes to signing seasoned players like FC Bayern in the 90s… from Schuerrle to Witzel, Can, Brandt, Goetze, Hummels, Schulz and Suele, the “seasoned” (back )taken players exceed expectations at times while talented players outperform expectations.

If you look at it all in retrospect, BVB played a minor role in German football from the late 70s (the earliest I can refer to) to the early 90s, far behind FC Bayern, HSV, VfB, Werder and Koeln. One was then very fortunate that within a few years from 1992 one was able to get the Italian returnees Reuter, Sammer, Riedle, Moeller and Kohler (I think in the same order) much later then Lehmann, and these in addition to one’s own Telenten like Klos , Zorc or Ricken or other additions like Chappi, Reinhardt or Julio Cesar and you could establish yourself in the national top.

The problem started when this generation started to age and investing by hook or by crook to stay in the sun (Ikpeba, Amoroso, Evanilson etc) almost broke their neck, while FC Bayern, which in the 90s a good game in the opposing jersey was enough to be signed (Sutter ea) and the list of striker flops was an upscale who’s who of international football at the time (Klinsmann, Kostadinov, Papin etc) slowly consolidated again.

The second high phase at the beginning of the 10s was then supported by their own offspring or at a young age (Hummels, Lewa etc), with Klopp of course also playing a decisive role, but since then Dortmund has been acting under the increased demands of the fans, but in my opinion these are set too high.

1) Dortmund does not want to repeat the mistakes of the early 00s and force success through a daring spending strategy – rightly so in my opinion

2) If money was used for experienced workers, has one recently reached into the *** and therefore the willingness to invest in it has further decreased

3) Isn’t it possible to carry out capital increases every year in order to finance such a cadre

4) If players, who by their name would be a real reinforcement at the top, don’t necessarily want to go to Dortmund, it’s still a shelf too deep.

I think BVB has created a niche and made a name for itself with the model of raising top talent at the highest level, but this will not be enough for the foreseeable future unless the direct competition shows unexpected weaknesses (which can always happen) a role in to play the top.
However, BVB cannot (or no longer) afford to be reinforced to take on this role.
