Rooks may not be shot preventively. A provincial exemption for this has recently been withdrawn. This has to do with a court ruling on a management plan in North Holland. This shows that there needs to be better substantiation for each sub-area in the Netherlands about when rooks may be shot.

It is important to provide a good explanation of the concrete threat of damage from the birds. This does not necessarily involve nuisance to the neighborhood, but damage to fields, such as plots of sown corn. An exemption was granted at the end of March for ‘the dispelling supporting slope’ every year in the period from mid-April to mid-July, but that exemption has now been withdrawn for the coming years.
