State Secretary of Finance Aukje de Vries (Supplies and Customs) today presented the Bill on the Recovery Operations Act to the House of Representatives. This bill is another good step.

“This law further provides clarity to the victims of the childcare allowance affair, makes it clearer what the recovery operation allowances consist of and which victims are entitled to a certain scheme,” said State Secretary de Vries. “An important part of the bill is the child scheme. This ensures that children also receive financial compensation. Parents indicate that they also want clarity for their children.”

Legislative proposal for the recovery operation allowances law

The bill includes, among other things, the existing Catshuis scheme, which ensures that victims receive an initial payment of € 30,000 and assistance in dealing with their debts. The regulation for further financial compensation in cases where the actual damage is higher than the first payment will also be included in the bill. The bill also includes a number of new regulations, such as the child scheme. This ensures that children of victimized parents also receive financial compensation. The bill also contains a regulation for victims of health care allowance, housing allowance or child budget. In addition, the bill regulates, among other things, support for parents abroad and determines the data sharing required for the recovery process.

Child and other arrangements

The aim is to pay some of the affected children an amount before the end of this year. This depends on the approval of a bill by the House of Representatives and the Senate. In the meantime, children can already receive support through the help of municipalities to families. It is expected that the implementation of the scheme for victims of housing benefit, health care benefit and child budget can start from April 2023. In this case too, the law must first be enacted. Victims will be informed about both schemes by the Recovery Allowance Implementation Organization. This happens automatically. Registration for this is not necessary and possible.
