Five amendments to the law regulate that the Public Entities of Bonaire, Sint Eustatius and Saba can register and process the BSN for residents, making it legally possible to introduce digital government facilities, such as the DigiD login tool. With a DigiD, residents can log in online at government organizations in the European and Caribbean Netherlands and arrange matters. An important step forward in the government’s ambition to digitize government services and make them equivalent to those of the European Netherlands. Today the internet consultation of the bill will start, at the same time it will be submitted for advice to the Dutch Data Protection Authority and the BES Personal Data Protection Commission. The amendments are intended to take effect in 2025.

Organize business online

The BSN gives residents of the Caribbean Netherlands a unique and personal number, the same number that is used by governments in the European Netherlands to determine the details of individuals online. This number is necessary to be able to digitize government services. Such as for the introduction of a DigiD, which people use to demonstrate who they are online in order to arrange matters with the government. The bill also stipulates that it is no longer mandatory to appear at the bar when moving house within a Public Entity. Reporting a move online is legally possible.

One number and means of login for the entire government

With the BSN, Caribbean Dutch citizens only have one number for the entire government. In time, the BSN will replace the ID and CRIB number that are now used in contact with the government to identify people. The BSN will also replace the ID number on new identity cards. An important condition for using a personal number is that it is unique and without information. This is not the case with the ID number. It contains the date of birth of persons and the numbers are finite, so there is a risk of the same ID number being issued to another person. In addition, the CRIB number cannot be used in contact with the European Dutch government. The login function for MijnCN will also be replaced by DigiD, so that residents can log in to the digital government with one means.

New tasks for the Executive Council of the Public Entity

With the bill, the Public Entities become responsible for passing on information to the BRP and for registering the BSN in their own population administration (PIVA). The bill does not change the existing processes for registration of first establishment or birth registration. The Ministry of the Interior and Kingdom Relations and the Public Entities are currently exploring further the consequences of the bill for the implementation of the new service tasks.
