The idea of building the Court Quarter in St. Petersburg was announced in the early 2010s. In 2012, Putin proposed to move the Supreme Court there from Moscow. The complex of buildings for the Armed Forces was originally planned to be built on the Petrogradskaya side. However, in the spring of 2019, the city authorities announced that they had decided to move the Judicial Quarter to Smolnaya Embankment, and the park would be laid out in the same place.

Since 2017, the construction of the Judicial District has been carried out by the Segment construction company, which is associated with businessman Yevgeny Prigozhin, the BBC notes. Kommersant wrote citing sources that she was engaged in the selection of subcontractors and personnel. In December 2018, the publication reported that structures close to Prigozhin became the developers of the quarter.

Segment IC was registered in 2014, its CEO is Dmitry Saltanov. According to SPARK, he owns 100% of the company. The main activity of Segments is the construction of residential and non-residential buildings.

RBC turned to the Segment construction company and the Studio 44 architectural bureau for comment.
