UEFA has considered that the Barça club “has technically complied with the balance requirement”
Eight clubs have been sentenced, including Milan, PSG, Juventus and Roma
The First Chamber of the Club Financial Control Committee has observed that the Barcelona has fulfilled “technically with the balance requirement thanks to the application of the COVID-19 emergency measures and/or because they benefited from historical positive equilibrium results”. Nor have 18 other clubs been sanctioned, including Betis, Sevilla, Chelsea or Manchester City.
The First Chamber of the Club Financial Control Committee (CFCB), chaired by Sunil Gulati, announced this Friday some decisions involving the clubs that participated in the 2021/22 UEFA club competitions. Finally, UEFA has sanctioned eight clubs for breaching Financial Fair Play: Juventus, PSG, Olympique de Marseille, Monaco, Milan, Roma, Inter and Besiktas. “These eight clubs have accumulated losses of 172 million euros. The amounts will be withheld from the income that the teams obtain from participating in UEFA club competitions or will be paid directly. Of this amount, 26 million euros (15%) will be paid in full while the remaining balance of 146 million euros (85%) is conditional on the fulfillment by these clubs of the objectives established in the respective settlement agreement.”
To reach these conclusions, we have analyzed the financial years from 2018 to 2022. The financial years of 2021 and 2021 were subject to the Covid emergency measures, and were evaluated as a single period, allowing clubs to make specific adjustments by combining the deficits of 2020 and 2021.
3 or 4 year settlement agreement
Except for Roma and Inter Milan, they have all opted for a 3-year resolution agreement.. In it, the clubs agree to abide by the soccer earnings rule during the 2025/26 season. They undertake to achieve intermediate annual objectives and to apply conditional financial and sporting measures in the event of non-compliance with said objectives. The other teams chose the agreement of 4 year settlement. This provides an additional season to comply with the football earnings rule, but includes unconditional sports restrictions on new player registration applicable from the 2022/23 season.
Santa Clara, Anderlecht, Porto, Lille and Istanbul Başakşehir have also been sanctioned
In addition, the CS Santa Clara and RSC Anderlecht reported minor breaches of balancing requirements. The Portuguese club has been imposed a €10,000 fineand the Belgian team of €100,000. Also porto slightly missed the main purpose of your Settlement Agreement and as a result, they have decided to impose a €100,000 fine and exclude the club from the next UEFA club competition for which it would qualify in the next three seasons. This, unless the club’s aggregate balance result for financial years 2019, 2020, 2021 and 2022 meets the balance requirement.
The First Chamber concluded that LOSC Lille and İstanbul Başakşehir they only partially met the targets set for the 2021/22 season and will consequently have a limitation on the number of players a club can register on List A and restrictions on newly transferred players, which will apply in the 2022/23 season.
