The police received a report around 8:20 a.m. that ‘black substance’ had been found next to the A2 northbound. The police, fire brigade and Rijkswaterstraat went to the scene and were soon able to determine that it was about twenty bags of potting soil. The bags are believed to have been dumped on Thursday night or in the morning hours.
