The fire may have been caused by a short circuit, said Mayor Kishori Pednekar. Firefighters were able to bring the fire under control after three hours. The fire is said to have broken out on the fifteenth floor and spread to the upper floors.
More than 90 people were able to get to safety or be rescued by others.
Fatal fires are common in India due to outdated or poor electrical equipment.
