The Dutch Food and Consumer Product Safety Authority must enforce cigarettes as they are now for sale in the shops. The way in which the amount of hazardous substances in the filter cigarette is currently measured is unreliable. The judge in Rotterdam decided this after a long legal procedure that fifteen organizations had initiated.
