The bill on covid certificates should be finalized taking into account the strict observance of the rights of citizens. This is stated in the list of instructions of the President of Russia Vladimir Putinpublished on the Kremlin website.
Putin instructed the authors of the amendments to pay special attention to the need “to take into account all possible life situations in the implementation of the relevant federal law.” The president also called for the availability of the certificate for “various categories of citizens.”
The instruction of the head of state is addressed to the government and parliament. The corresponding report must be submitted on January 30. In addition, the Cabinet of Ministers was instructed to ensure the “readiness of the infrastructure and technologies” necessary for its implementation before the adoption of the law.
The draft law on electronic certificates was adopted in the first reading in December 2021. With the change in the epidemiological situation, the consideration of the document was postponed – this was announced on January 14 by Russian Deputy Prime Minister Tatyana Golikova. She explained that the draft law was developed in the conditions of the predominance of the delta strain in the country, but with the emergence of a new strain of coronavirus “omicron” the situation has changed. In order for the law to meet modern challenges, it needs to be finalized.
The bill itself assumed, in particular, the possibility of visiting public places with the provision of a certificate of vaccination against covid, of a past disease, as well as with a medical exemption from vaccination.
