The alternatives to a special majority to arrive at a different distribution of powers do not make the process any easier. This is what Wouter Pas, assessor of the Legislation department at the Council of State, said on Friday during a KU Leuven study day on state reform in Brussels. Pas sees little advantage in alternative methods that require a simple majority.
