Up to and including 2030, 39,743 homes will be built in Flevoland. This is stated in the Woondeal Amsterdam Metropolitan Area (AMA) and the Woondeal ZUND municipalities. Both were signed on March 15 by Minister for Housing and Spatial Planning, Hugo de Jonge and Flevoland deputy, Jan de Reus. In the MRA, Almere and Lelystad have co-signed for 31,400 homes. In the ZUND housing deal: Zeewolde, Urk, Noordoostpolder, Dronten and the Zuiderzeeland water board for 8,343 homes. This will increase the number of homes in Flevoland by 20%. Flevoland builds two-thirds of new homes in the affordable segment. All parties also endorse growing to at least 30% social housing.
Deputy Jan de Reus: “The housing shortage in the Netherlands is high. Flevoland wants to contribute energetically to the solution. But more needs to be done in Flevoland than stacking stones. That is why we are pleased with the relationship in the signed Housing Deals between housing and principles for a vital Flevoland society. Think of (social) facilities, accessibility, work, space for nature and quality of life. We are particularly pleased with the additional agreement signed between the government and Flevoland. For example, the region can make adjustments for the (long-term) spatial development of Flevoland via the Strategic Agenda Flevoland, among other things. We are building a vital society.”
Concrete large construction sites
Last October, the minister and the province of Flevoland already made agreements about the construction of these homes. Together with the municipalities and the water board, this has been elaborated in recent months in two regional housing deals. This contains agreements about the numbers of homes, concrete large construction sites and specification according to social, affordable and free sector. The Housing Deals and the Supplementary Agreement are a solid basis for a long-term collaboration to tackle the housing construction task energetically.
Affordable housing
In Flevoland, two thirds of the 39,743 homes are built in the affordable segment. 20,904 of these will be affordable homes in Almere and Lelystad. And 5,734 affordable homes in Zeewolde, Urk, Noordoostpolder and Dronten.
Support and encouragement from housing associations and market parties
Housing associations and market parties support the agreements in the Housing Deals. In addition, the housing corporations encourage the authorities to keep the bar high when it comes to the allocation of sufficient social and affordable housing within specific locations. They fully support efforts to build strong societies with a focus on sufficient affordable housing of good quality. They are, however, concerned about the number of preconditions that still need to be fulfilled. The commitment of the national government is indispensable in this respect.
Minister Hugo de Jonge: “By signing the three regional housing deals in North Holland and Flevoland, good for the construction of 170,000 homes up to and including 2030, we are taking an important step towards reducing the housing shortage. A major ambition that is achievable thanks to the involvement of municipalities, corporations and market parties. With these homes we provide more affordable and good homes in villages and towns in North Holland and Flevoland.”

The water board, municipalities and province are working closely together to create a vital living environment in Flevoland, where everyone has a home. Under the heading “Together We Make Flevoland”, they continuously focus on accessibility, education, jobs, earning capacity, facilities, attractiveness of the landscape and water and soil quality. The agreements in the Housing Deals on sustainable and future-proof construction are therefore important. And about the joint effort to provide sufficient suitable homes for the elderly, those in need of nursing care and special needs groups.
