The British government is close to accepting a donation of as much as 2.3 billion pounds to Ukraine, says a British newspaper Telegraph.

The amount consists of the money received from the sale of Chelsea. Russian oligarch Roman Abramovich sold the club last spring. However, the European Union still has to approve the donation.

According to the Telegraph, it is possible to transfer the huge sum to an as yet unnamed charity within weeks. The newspaper says that the sum is one of the largest charitable donations to war victims in history.

The sum of money has been kept in sanctioned accounts for eight months. According to insider information from the newspaper’s board, the new foundation is close to getting approval from the charity commission.

Former Director of the United Kingdom Department of Unicef Mike Penrose leads the organization’s project and is in contact with the country’s government. The other board members will be outlined within two weeks.

The newspaper says that some world-famous business leaders are expected to be on the board of the independent organization.

According to the Telegraph, the idea of founding the organization came from Abramovich, but Penrose told the newspaper last year that he would set it up independently. Abramovich put Chelsea up for sale last March after Britain imposed sanctions on him over Russia’s extended war of aggression in Ukraine.

Neither Abramović nor Chelsea will receive a single cent of the funds intended for adjustments. The agreement to establish the foundation was made with the country’s government last spring. Todd Boehly bought Chelsea last spring.
