More than thirty European and NATO leaders came together in Paris to discuss the future of their support to Ukraine. Unity sounded in official statements: Europe remains solidarity with Ukraine. Yet there are disagreements about how far that support should go, especially when it comes to security guarantees and the role of foreign troops.
