Yes, those in possession of a basic green pass or super green pass in the white, yellow or orange area can move freely within their municipality, to other municipalities in the region and to other regions or autonomous provinces.
Is it mandatory to have a green pass under 12?
For those under 12 there is no obligation to have a green pass.
Is the negative swab enough to go to work?
Yes, the basic green pass is valid to go to work, which is obtained if you are vaccinated, cured of Covid or with a negative result from a swab (valid for 48 hours for the antigenic and 72 hours for the molecular). There are, however, a series of categories required to vaccinate for which the obligation of a reinforced green pass is also triggered (see the answer dedicated to vaccination obligations)
Is the simple green pass enough to enter the workplace canteen?
Yes, the basic green pass is enough to access the internal canteen of the workplace. The point was clarified by the text of the decree published in the Gazzetta.
What risks does the worker who enters work without a green pass risk?
The administrative penalties already established remain, ranging from 600 to 1,500 euros. Suspension from work and a stop to salaries and other emoluments are also foreseen.
What is the risk of the employer who does not check workers’ green passes?
An administrative sanction is already foreseen for the employer who does not control from 400 to one thousand euros.
Are there any restrictions for hairdressers, barbers or beauty salons?
No, you can freely access without a pass in the white, yellow or orange area.
Are there any restrictions on accessing stores outside of shopping centers?
No, in the white, yellow or orange area for entry there is no obligation to pass.
Are there specific rules for shopping centers?
Free access to shopping malls on weekdays, excluding pre-holidays. Only in the orange area on holidays and before holidays, for access it is necessary to have the super green pass. Exceptions are foodstuffs, newsstands, bookstores, pharmacies and tobacconists.
Is access to public offices always allowed to use services?
Yes, it is always allowed even without a pass, in the white, yellow or orange area.
How long is the green pass valid for?
The decree approved by the Council of Ministers reduces the effectiveness of the green pass from 12 to nine months. The nine months run from the date of completion of the primary vaccination cycle. In case of administration of the recall, they start again from that date.
What kind of buffer can you do to get the simple green pass and get on the regional train?
To travel on regional rail transport, local public transport, high-speed trains and airplanes, the basic green pass is enough. It is therefore necessary to be vaccinated or cured from Covid or to have carried out a molecular swab with negative result (valid for 72 hours) or a negative antigenic swab (valid for 48 hours). The basic green pass also serves on the ferries of the Strait of Messina and on those used in maritime connections to and from the Tremiti islands.
Do I need a green pass to go to a hotel?
From 6 December to go to the hotels it becomes mandatory to have the basic green pass, even in the white, yellow or orange area. Inside, the basic green pass allows access to the restaurant or to swimming pools, gyms and wellness centers.
Is there an obligation to have a green pass for those accompanying a disabled person in the pool?
In the white zone, those accompanying persons who are not self-sufficient due to age or disability are excluded from the green pass in swimming pools, swimming centers, gyms, team sports, wellness centers, even within accommodation facilities, limited to spaces indoors and in areas used as changing rooms and showers (legislative reference article 4, paragraph 1, letter b, n. 3 of law decree 172/2021).
Do high school or technical college students need a pass to enter the school?
No, in this case it is not necessary to have a pass.
Do university students have to have a pass?
Yes, the basic pass requirement has been introduced for university students.
Is a pass required on the school bus for children under 12?
No, no pass is required for school transport dedicated to children aged 12 or under.
Is a pass required for a visitor to enter an RSA?
Yes, it is necessary to be in possession of the basic green pass to enter as a visitor in social-health, residential, social-welfare structures and hospices.
Do I need a green pass to go abroad?
To go abroad you need the green pass and it is necessary to check for any new restrictions introduced by the destination countries. It is necessary to fill in the Passenger locator form. Covid-free tourist corridors are in place for some destinations, such as the Maldives. Mauritius, Seychelles, Egypt (only Sharm el Sheikh and Marsa Alam), Dominican Republic. Health Minister Roberto Speranza, in relation to the Omicron variant, signed a new ordinance that prohibits entry and transit in Italy to people who in the previous 14 days have stayed or transited in South Africa, Lesotho, Botswana, Zimbabwe, Malawi, Mozambique, Namibia, Eswatini.
To which categories is the vaccination obligation extended?
The vaccination obligation, which so far has concerned health personnel and RSAs, also extends to health professionals, including administrative staff. Orders will suspend non-compliant staff. The vaccination obligation also applies to all personnel of the national education system, non-peer schools, educational services for children, provincial adult education centers, regional education and vocational training systems, regional systems that they carry out the courses of higher technical education and training. The obligation also applies to the personnel of the defense, security and public rescue sector. Also included are the staff of the prison police and that of the local police (brigade). And all the personnel of the structures used for the exercise of health and social health activities (with the exception of external contracts).
Who checks compliance with the vaccination obligation in schools?
In schools, the control of compliance with the obligation is entrusted to the school managers. Teachers without super green pass are suspended from service and salary, but keep their jobs even if they do not comply with the vaccination obligation. The managers can provide for the replacement of suspended teaching staff by stipulating fixed-term contracts that are terminated when the replaced subjects have fulfilled their vaccination obligation.
Who is in charge of checks on the vaccination obligation in the healthcare environment?
Checks in the health sector are entrusted to the managers of the structures in which the obliged personnel work.
What happens to those who do not respect the vaccination obligation?
Anyone who fails to comply with the vaccination obligation imposed by the law is suspended from the right to carry out the work activity, without disciplinary consequences and with the right to retain the employment relationship. However, the decree clarifies that during the suspension period, “no remuneration or other remuneration or emolument, however denominated, is due”. The suspension is effective until the employer is notified of the initiation and subsequent completion of the primary vaccination course or administration of the booster dose.
Does the mask become mandatory even outdoors?
For now there is no obligation to use the mask outdoors in the white area, while it is mandatory outdoors and indoors in the yellow, orange and red area. It is always mandatory to have it in your pocket or bag and wear it in case of potential gatherings or crowds. However, some municipalities are making it mandatory even outdoors.
Will the controls be tighter?
Controls will be intensified. The decree provides that the territorially competent prefect, within five days from the entry into force of the decree, having heard, within three days, the Provincial Committee for public order and safety, will adopt a plan for constant checks, even on a sample basis, making use of police forces (including the prison police) and municipal police personnel with the status of public security officer. The prefect must send the Minister of the Interior a weekly report of the checks carried out in the territorial area of competence.
Is there a promotional campaign to raise awareness of vaccinations?
To push the vaccination campaign, the Department for Information and Publishing of the Presidency of the Council of Ministers will develop a plan to ensure ample space on the mass media for information, training and awareness campaigns on anti-Covid vaccination.
