The municipality of Emmen is going crazy with the housing plan for 100 homes at the Klokkenslag in Emmen. Construction plans for the site of the former Esdal College (previously De Dissel) have been in existence for years.
As early as 2017, the municipality sat down with developer Peter van Dijk and housing association Lefier to discuss the redevelopment of the site. After the school was demolished in 2001, the land became fallow. For several years it has served as a parking lot for visitors to the center. The three parties came a long way with the planning, until the Didam judgment was pronounced in 2021.
According to this ruling, governments are not allowed to simply sell land to third parties on a one-to-one basis. Other candidates must also be able to compete. That is why the location is now being put on display.
The municipality is therefore taking over the urban development plan drawn up by Van Dijk from the developer for more than €100,000. In this way, the municipality wants to prevent problems surrounding copyright and plagiarism from arising during the development of the location.
According to a spokesperson for the municipality of Emmen, parties and construction companies can soon register to develop this location. “We also want to start discussions with local residents and entrepreneurs around the Klokkenslag location.”
The location has room for 100 homes, half of which will consist of social rental properties that will be taken care of by the Lefier housing association. According to the existing plan, these will be located on the east side of the site.
Along the Van Schaikweg on the west side, a residential wall should be created with the appearance of side-by-side city villas, equipped with a spacious balcony. The buildings may be a maximum of four floors high.
