In order to carry out this project, the City devised a series of actions aimed specifically at converting traditional office buildings into affordable housing, as well as relocating residents to the city center. On the other hand, the transformation of the area is sought into a residential area with services that are no more than 15 minutes away from homes, thus improving living conditions.
Tax exemption on gross income for economic activities: the income generated by the development of Strategic Activities carried out in the Micro and Macro center are tax free for the first two years of law enforcement. The companies that may carry out economic activities are the following: preschool, primary, secondary, tertiary, university and postgraduate education centers for adults, with specialization and for people with disabilities | language teaching centers | medical and health centers in general | sports facilities | laundries and dry cleaning services | beauty salons and beauty treatment centers | food establishments | cultural centers, clubs, cinemas, theaters, artistic workshops and rehearsal rooms | Veterinary centers | Geriatric, university and community residences.
Incentive for transformation projects: those who carry out transformation projects within the Downtown Area may use a percentage of the money invested as an advance of the Gross Income Tax, in relation to all economic activities carried out in the Autonomous City of Buenos Aires. From the first to the fifteenth project, 70% of the amount invested will be refunded. As of the sixteenth project, will be applied a 50% discount.
Financial incentives: The Banco de la Ciudad de Buenos Aires will establish special credits with the objective of promoting the execution of renovation projects (improvements and adaptations of properties in the Central Area), as well as the purchase of equipment related to the strategic activities to be developed.
Promotions for the acquisition of housing in the center of the city of Buenos Aires.
Credit for the purchase of homes: The City Bank will establish a loan option in UVAs, backed by a mortgage, with the objective of promoting the acquisition of remodeled homes within the Downtown Area defined in the current Law. Additionally, the so-called “Compensatory Fund” will be established with the purpose of balancing the possible discrepancies between the adjustment of the installments of the mortgage loans, indexed in Purchasing Value Units (UVA), and the fluctuation of the Average Taxable Remuneration index of the Stable Workers (RIPTE), according to the terms and restrictions established by law.
Rental Incentives: The “Move to the Microcentro” program will be created, whose purpose is to grant a loan to all those tenants who enter into rental contracts for properties intended for single housing within the Downtown Area of the City, covering moving expenses and those related to the contract for rent.
