Russian President Vladimir Putin signed a law on tightening state control over the circulation of weapons and passing a medical examination upon receipt in July 2021. This decision was made after an incident in Kazan gymnasium No. 175, where 19-year-old graduate Ilnaz Galyaviev opened fire and killed nine people. Another 23 people were injured. Galyaviev had a license to own weapons.

According to the law, those who were found to have contraindications during a medical examination will not be able to buy, store, carry and use weapons. The medical report based on the results of the study (includes the delivery of chemical and toxicological tests for the presence of narcotic and psychotropic substances in the human body, their metabolites, as well as an examination by a psychiatrist) will be issued in electronic form and certified with an enhanced qualified electronic signature of a medical organization and its employee.
After that, the document will be entered into the register of documents of the unified state information system in the field of healthcare (EGISZ), access to which will be received by the National Guard.
In the event that a person who already owns a weapon is found to have contraindications for this, the license and weapon will be confiscated and the owner will be sent for an extraordinary medical examination. If he successfully passes it, the weapon document will be returned. All information about this will be entered into the register.
Appropriate medical examination will be required for each gun owner at least once every five years.
