MBO students and HAVO students who want to register for the PABO are given more time to meet the prior education requirements. With this measure, the cabinet wants to increase the accessibility of the PABO. The experimentation decision that makes this possible is sent by the cabinet to parliament. This is a three-year trial.
To be allowed to start the PABO, prospective students from HAVO and MBO must meet the admission requirements. It concerns requirements regarding knowledge of geography, history and nature & technology. These subjects are not or not always in the prior education of prospective students. At the moment, a quarter of the admission tests are not passed. This mainly results in fewer students with an MBO previous education entering the PABO.
The cabinet now wants to give HAVO and MBO students the opportunity to start a primary education teacher training course – even if they do not yet meet one or more of the previous education requirements. In the first year they can demonstrate that they meet these requirements. The institutions will support them in this. The experiment is planned to start on September 1, 2022, after approval by parliament. The decision is based on an action plan of the teacher training colleges themselves.
With this measure, the cabinet wants to increase the accessibility of the PABO. This could contribute to tackling the teacher shortage while preserving the quality of teachers. After all, all teachers must have completed the PABO. The cabinet is also working on the elaboration of proposals from the coalition agreement to tackle the teacher shortage. The effectiveness of the measure will be examined over the next three years. The effects of the measure on, among other things, the burden on students and participating institutions are also examined.
