“Policy will no longer be conducted primarily from the burden of care, but from a broader perspective, both on the social and socio-economic side as well as on the health care,” explains Kuipers. “With the revised objectives, we are moving away from risk exclusion to more control and to a way of life that is as normal as possible. The starting point will be keeping society open.”
Another approach
That is very different from the previous approach. At that time, the cabinet had four goals, namely:
- Acceptable burden of care
- Protecting the vulnerable
- Keeping an eye on the virus
- Limit economic and social damage

Kuipers understands that an open, vital society requires sharp choices and a different weighing of interests, but fundamental rights should be restricted as little as possible in all measures. A new booster campaign must also be taken into account. “I have therefore asked the Health Council to advise on the usefulness and necessity of an additional boost campaign in the coming months by 10 February.”
