The socialists point to Ayuso but above all they raise the shot towards the leader of the PP and they demand that he “put order in his ranks” and not stand “in profile”
The Basque Executive also complains about the lack of consensus with the autonomies, and the Government replies that it did speak with the groups and with the territories
In the first minute he raised his hand to protest against the royal decree energy saving law, to rebel, Isabel Díaz Ayuso, but practically the next second in the Government and in the PSOE they were already looking at Alberto Núñez Feijóo. They questioned the leader of the PP, so that he would say whether or not he endorsed the threat of refusal of the president of the Community of Madrid. Couldn’t “profile”, they underlined. And that is the strategy of the socialists, “bite” Feijóo and his party to stop the upward wave that all the polls draw, including the latest from the CIS. In parallel, of course, the Executive defends its package of energy efficiency measures tooth and nail, maintaining that it will be applied with “proportionality“, what’s up “exceptions“which already includes the text and that it was previously consulted with the parliamentary spokespersons and with the communities through the sectoral conference.
Ferraz and Moncloa have tried different maneuvers to try to erode Ayuso. From Pedro Sánchez’s melee with her, which he discarded because he victimized her, to the current strategy: point her out —implicitly the chief executive himself— but above all raise the shot towards Feijóo. Resounding was this Wednesday the new socialist spokesman in Congress, Patxi López. From Bilbao he asked the leader of the PP to “put order in your ranks” and “make your party leaders understand” that “the laws, in a democracy, are fulfilled“. “A decree law is fulfilled. If not, the courts have to act,” he warned.
Patxi López asks Feijóo to “make the leaders of his party understand” that “the laws, in a democracy, are obeyed.” Instead, he says, he gives them “impunity to commit crimes & rdquor;
Ayuso launched himself on Monday night, just after the press conference of the Council of Ministers that approved the energy saving decree law, to shout his refusal: “Madrid does not turn off”. An imitation of “Madrid does not close“that he proclaimed in the middle of the pandemic and that he amply yielded in the regional elections of May 2021. But a few hours later his regional vice president and spokesman, Enrique Ossorio, backed down and assured that the regional Executive would comply, although he reserved the letter to go to the Constitutional Court.
No popular baron went as far as Ayuso’s first words —a resource “does not exempt from compliance” with the laws, said the Andalusian Presidency Minister, Antonio Sanz—, but Génova came out in his support by stressing that the regional officials had “freedom to decide“whether or not the obligations contained in the decree apply.
With the passing of the hours, the PP’s speech was adjusted. The Community of Madrid cooled his belligerence (It has a “bad habit” of complying with the laws and if it has to be done “in those extremes”, it will do so, Ossorio said on Wednesday) and criticism of the Government increased, especially for not having agreed on the measures beforehand with the autonomies. “Precipitation, improvisation and lack of dialogue“, censored the Andalusian Antonio Sanz. Hard criticism that was also shared by the PNV, Sánchez’s partner, through the Basque Executive.

“Effectiveness” or “effectiveness”
The PP was giving, affirmed Patxi López, “impunity to commit crimes” to their barons. Failure to comply with the measures imposed by the Executive means “standing against the European Union” and showing “absolute lack of solidarity with the European partners and with Spain and the Spaniards,” he denounced. The exlendakari was developing the idea that Moncloa sources had been displaying since Tuesday: “Is Feijóo’s model to turn Spain into a provincial and selfish country allied with Vladimir Putin? Or will it go in the same direction as the EU? He has to choose: or selfishness and Putin, or solidarity and the European Union“.
The Basque Executive calls for more “flexibility” in the measures and “listening” to the different groups. In the PSE they recognize that the cooling with the Government does not help
The socialist spokesman was therefore appealing directly to Feijóo. Although he also distributed blows to the PNVthose who, as they recognized from Ferraz, cannot give the PSE, being a partner of Iñigo Urkullu in the Basque Government: the decree does not seek “gimmicky” —word used by the Minister of Economic Development, Arantxa Tapia—, but “efficacy”, that the “efforts” that are proposed avoid “greater evils”. “Mrs. Tapia, what does she prefer, what let’s not do anything and close Basque companies? Is the occurrence less if it is decided by the Basque Government? Are we for or against Europe? Let’s see if we all roll up our sleeves, the rest is just noise, “she attacked.

Tapia, however, also lowered the piston. This Wednesday, the counselor stressed that the Executive of Vitoria is “fully agree” and “aligned” with the EU on the need to reduce energy consumption, but asked for more “flexibility” in the application of the measures and “listen” to the different groups. And he maintained that the fines “they are not the way“. Sources from the PSE admitted that the PNV’s response was influenced by the greater distance with the Sánchez government —”that does not help at all”—, but that in the end the nationalists “will comply, although with their feet dragged”.
Other ministers came to support the thesis supported in a coordinated manner by Ferraz and Moncloa. “There still being leadership problems in the PP”, concluded the head of Justice, Pilar Llop, in an interview on TVE, again pointing to Feijóo. The people of Madrid “are going to be far ahead in solidarityas they have always done”, of its regional president, reproached the head of Defense, Margarita Robles, in statements to the media after visiting the Embassy of Ukraine in the capital.
“Proportionality”
Diana Morant, Minister of Science, replied to Ayuso that the sad thing is not turning off the lights in the shop windows to save energy, as the decree requires, but the war in Eastern Europe, reports EFE. But so internalized is the attack on Feijóo that the Government delegate in Castilla y León even fought him directly, Virginia Barconeswhen asked if he agrees with the 7% reduction in energy consumption demanded by Europe or with the “insurgencyof the Madrid president.
For now, the Government does not speak of changes in the decree. They underline that Ribera “left his skin” in Brussels and that we must begin to show solidarity with Europe from now on
From the Executive, they reject the criticism of several autonomies. Regarding the lack of dialogue, sources from the Third Vice Presidency emphasize that its head, Teresa Ribera, met “twice” with the parliamentary spokesmen, and also the ministry transferred in the sectorial conference with the communities “the situation with Europe” and they were demanded that “they will contribute ideas“.
The energy saving decree law will be submitted for validation by Congress, presumably at the end of the month. Will the Government accept to process it as a bill so that the groups can introduce amendments? For now, the Government is not in favor: the Ministry of Ecological Transition stresses that Ribera “the skin has been left“for Brussels to agree that Spain would have to lower its energy bill by only 7%, instead of 15%, and “it informed the parties of all this before and after.” “Everything has to be implemented as soon as possible possible to be able to help the countries that are going to have the worst time”, due to their dependence on Russian gas. “Are we going to be the last in solidarity?”, they ask. Ribera already said on Monday that this was a “first” package of initiativesand that in September the contingency plan that Brussels demands from all EU partners, and in it there will be measures that may require a new decree law and others that do not.

In addition, in the Executive they maintain that The decree states that the measures will be adapted to the circumstances and that the sanctions, if any, will be applied with “proportionality“, and with “respect” to labor legislation. That is, it is aware that there are establishments where “it cannot be at 27 ºC in summer and 19 ºC in winter for various reasons”, but that these exceptions are contained in the text.
In the Government they added this Wednesday that together with the package of saving measures, a new aid line of 100 million euros to the services sector to “accompany companies in their efforts to increase energy savings and efficiency”. These are subsidies, they emphasize, to reduce the bill by 10%, which will be in force until December 2024 and which will be coordinated by the Institute for Energy Diversification and Saving (IDAE) and will be granted by the communities. And they recalled that since 2010 the law requires automation systems to keep “the doors of establishments closed.”
