A large institution such as Icarus does not fit the picture for youth care of the future, which State Secretary Maarten van Ooijen has in mind. He wants to live in small residential groups with four to six young people, just in the neighbourhood. “That would be a good idea for many young people who are with us. But not for everyone,” says Wijgergangs. “Some young people have already smelled real crime, they are used to adrenaline. You should not place it in a residential area.”
