Council of Ministers agrees to continuing law legal task of mayors to shelter Ukraine | news item

Today the Council of Ministers approved the so-called continuation law related to the reception of people from Ukraine. The adoption of the continuation law follows the decision last Wednesday in the Ministerial Committee on Crisis Management Reception Ukraine to use emergency law for the reception of people from Ukraine. This gives mayors the legal task of receiving people from Ukraine. Until now, they did this voluntarily.

The use of emergency law has a special procedure. The first step is to take a royal decree, in this case that was done on the basis of the Population Relocation Act. A Royal Decree enters into force after it has been published in the Official Gazette. That happened today and thus the mayors are now charged with the legal task of taking care of the reception of people from Ukraine.

As required for the use of emergency law, a continuation law must be submitted to the House of Representatives without delay after the entry into force of a Royal Decree.

Due to the urgent nature of this bill, the usual consultation will not take place. The Council of State must issue advice; the Council has been asked for emergency treatment. As soon as the advice of the Council of State has been received, the Further Report will be drawn up, after which the bill will be submitted to the House of Representatives.

If the bill is rejected, and also as soon as the cabinet is of the opinion that there are no longer exceptional circumstances that justify that the reception is a legal task of the mayors, a decision to suspend the operation will be taken. This task ends immediately after publication.
