If convicts have to wait longer than four months for admission to a TBS clinic and therefore treatment cannot start on time, they are entitled to compensation. The number of people waiting in a regular cell for a place in a clinic is growing. This is because there are too few available places. In 2020 there were 49 people waiting, in 2023 there were 124 people and there are now 250.

The ministry wants to expand with 200 additional TBS places between now and 2030. This should improve the flow from prisons to TBS clinics. This is only possible if there are enough staff and local permits available, the ministry said. In addition, work is being done to improve the connection between forensic care and regular care, so that TBS patients do not spend an unnecessarily long time in TBS clinics and mental health patients with a high safety risk do not have to be admitted there.

The flow to TBS clinics is also at a standstill because TBS patients who have completed their treatment sometimes have nowhere to go. This is due to shortages of follow-up facilities, such as places for assisted living.
