Kiev would have to cede the Donbas to Russia, including territory still in Ukrainian hands. The country is not allowed to welcome foreign troops as peacekeepers, while its own army has to drastically shrink and lose long-range weapons.

In return, Moscow would promise not to carry out further attacks on Ukraine or other European countries. A flimsy commitment that can easily be undone if the Kremlin has evil intentions.

The entire plan is strongly reminiscent of the 1938 Munich Agreement, when Czechoslovakia had to cede territory to Hitler and British Prime Minister Chamberlain spoke of ‘peace in our time’.

Europe is now confronted with hybrid warfare, with recent examples being sabotage at a strategic railway line in Poland and the shady actions of the Russian spy ship Yantar, which previously operated in the Dutch part of the North Sea.

Rewarding Russia is not only a risk for Ukraine, but will also lead to a further intensification of this hybrid war against Europe. Aggressors always come back for more.
